Show-Me Strong Recovery Plan: Phase 1 Guidelines
Here is a summary of the main points of the order, but the Guidelines & FAQ at offer full details.
  • Social Distancing: Under the Economic Reopening Order, every person and business must continue to abide by social distancing requirements of maintaining at least six feet between individuals, unless job duties require contact with other people closer than 6 feet.  In that case, enhanced measures must be taken to mitigate the risks of spreading or contracting COVID-19.  This includes when customers are standing in line or individuals are using shared indoor or outdoor spaces.
  • Retail Businesses: All retail businesses may reopen to the public on May 4, 2020, however businesses must limit the number of individuals in their building based on the restrictions spelled out in the Governor's Order.  Businesses should also implement basic infection prevention measures informed by industry best practices.
  • Restaurants: Restaurants may offer dine-in services, but must adhere to social distancing and other precautionary measures.  These measures include tables spaced 6 feet apart, no communal seating areas to parties that are not connected, and having no more than 10 people at a single table. The continued use of drive-thru, pickup or delivery is encouraged.
  • Nursing Homes, etc: People shall not visit nursing homes, long-term care facilities, retirement homes or assisted living homes unless to provide critical assistance or in end-of-life circumstances.
  • Churches: Individuals may go to and from an individual's place of worship, provided that limitations on social distancing are properly adhered to.
