Social Media Commenting and Posting Policy

The City of Pleasant Hill uses social media to provide an online information source focused on City and community issues, projects, news, programs, events, and matters of emergency and management and public safety.  It is not intended as a public forum.  We welcome comments, questions, and ideas from all sides.  While our goal is to foster engaging, informative, and productive conversations, we also expect an acceptable degree of respectfulness and civility from all parties.

We encourage individuals to engage with the City of Pleasant Hill on social media.  users who submit content to any official City of Pleasant Hill social media platform acknowledge that they have read, understand, and agree to the City's terms and conditions by virtue of such use.  Users specifically acknowledge and agree that social media hosted by the City of Pleasant Hill constitutes a limited public forum wherein user comments can be regulated and deleted.

Staff respond to questions on social media as soon as possible and monitor all comments during regular business hours.  If we can respond after hours, we will.  We reserve the right, but not have an obligation, to delete any comments deemed inappropriate.  our failure to immediately comment upon, or remove a submission, as well as our use of the special social media account's acknowledge or response features, should never been seen as an endorsement.

Comments or posts made by users to any social media page under the control of the City of Pleasant Hill will be monitored and while they will not be hidden or removed based on their opinion or viewpoint, the City reserves the right, but does not have an obligation to remove:
  • Comments not topically related to the content being commented on
  • Profane language or content, at times deemed profane by the social media platform
  • Obscenities
  • Personal identifying information or sensitive personal information
  • Speech presenting a grave or imminent threat
  • True threats
  • Fraud
  • Defamation (libel/slander)
  • Apparent spam
  • Information which may interfere or compromise current investigations, police tactics, and the safety of police staff and officers
  • Copyrighted material (if posted without the copyright holder's consent)
  • Content that promotes, fosters, or perpetuates discrimination on the basis of race, creed, color, age, religion, gender, marital status, status with regard to public assistance, national origin, physical or mental disability or sexual orientation
  • Sexual content, sexual images or pictures, or links to sexual content
  • Solicitations of commerce unrelated to City activities or programs
  • Links to live streams that are not sponsored by the City of Pleasant Hill
  • Conduct or encouragement of illegal activity
  • Information that may tend to compromise the safety or security of the public or public systems
  • Content that violates a legal ownership interest of any party
  • Contains a malicious code, virus, or other item that may interfere or disrupt the City's technology services, servers, computer systems, or networks
The City reserves the right to remove content that is deemed in violation of this policy or any applicable law.  Any participants on the City's official social media sites who are in continual violation of posting/commenting guidelines may be permanently removed from the City's site.

Citizens may express their political opinions as long as the comments do not otherwise violate this policy.  Comments in support or opposition of a political campaign, political candidate, political party, ballot initiative, or other partisan endeavor MUST include the following language in the text of the comment: "In my personal opinion" or use the acronym "IMPO".  Users acknowledge and agree that the political comments missing this required text are subject to deletion at will.

The City disclaims liability for advertisements, videos, promoted content, or comments posted by visitors of this page.  The responsibility for external content of comments and posts rests solely within the organization or individuals providing them.  Any inclusion or exclusion of content or comments does not imply endorsement or opposition by the City or officers.

All content and comments posted to official City of Pleasant Hill social media sites are subject to public disclosure.  All content and comments do not constitute the official position or policy of the City Council unless specifically identified as such.

The City of Pleasant Hill reserves the right to temporarily or permanently suspend access to official City social media sites at any time.
