OATS, Inc. is a not-for-profit 501(c)3 corporation providing specialized transportation for senior citizens, people with disabilities and the rural general public in 87 Missouri counties.
The mission of OATS, Inc. is to provide reliable transportation for transportation disadvantaged Missourians so they can live independently in their own communities.

Commitment to Civil Rights
OATS transportation is available to anyone regardless of age, income, disability, race, gender, religion, or national origin. The City of Pleasant Hill and its third-party contractors promote actions that:
Ensure that the level and quality of transportation service is provided without regard to race, color, or national origin.
Identify and address, as appropriate, disproportionally high and adverse effects of programs and activities on minority populations and low-income populations.
Promote the full and fair participation of all affected Title VI populations in transportation decision making.
Prevent the denial, reduction, or delay in benefits related to programs and activities that benefit minority populations or low-income populations.
Ensure meaningful access to programs and activities by persons with Limited English Proficiency (LEP).
Title VI Complaint Procedure:
Any person who believes that he or she has been discriminated against on the basis of race, color, or national origin by the City of Pleasant Hill or its third-party contractors may file a Title VI complaint.
The complaint form can either be delivered or mailed to City Hall Human Resources, 203 Paul St., Pleasant Hill MO 64080. Complaints can also be filed directly with the Federal Transit Administration, Office of Civil Rights, Region 7, 901 Locust St - Suite 404, Kansas City MO 64106.
Complaints must be filed within 180 days following the date of the alleged discriminatory occurrence and should contain as much detailed information about the alleged discrimination as possible.
